DCCA 2016-17 season

Notes for team competitions

 

2 major points to note at the start of the season, the easier relating to eligibility & reporting of results, followed by notes on FIDE rule changes relating to mobile phones.

 

1.      Changes to match report documents (see attached)

 

My aim has been to help clubs avoid the situation last season where eligibility rules were unwittingly breached. We continue to ask for the Grading Reference (to match ECF nomenclature), which you can still find at http://www.ecfgrading.org.uk/new/menu.php. New this season is the additional Membership Number, which you will find at http://www.englishchess.org.uk/ by hovering over “Membership ˅” & then clicking “Membership List 2016/17”. Depending on your browser, you either open the spreadsheet or download & then open. Your player must be listed in order to be eligible to play. Once the player is on this list, he/she will remain there until next August, so you need to check the spreadsheet before each player’s first match of the season. As an example, if you look for “Butland” in each place, you will find my Grading Reference 107796L & Membership Number S18437.

Please note we must have a note of colour on at least one board – even for the double round rapidplay – for results to be graded (ECF rules, not ours)!

For the Rapidplay league, I have made corresponding changes & added a strikethrough option to report colours. I have modified the sheet to refer to Rounds 1 & 2, which may (or may not) be a clarification.

 

Do, please, use these new forms (headed 2016-17) to avoid disappointment.

 

2.     Mobile phones (& other new-fangled technology)

 

Your attention is drawn to the following from FIDE Article 11.3 (b)

During play, a player is forbidden to have a mobile phone and/or other electronic means of communication in the playing venue. If it is evident that a player brought such a device into the playing venue, he shall lose the game. The opponent shall win. 
The rules of a competition may specify a different, less severe, penalty. 
The arbiter may require the player to allow his clothes, bags or other items to be inspected, in private. The arbiter or a person authorised by the arbiter shall inspect the player and shall be of the same gender as the player. If a player refuses to cooperate with these obligations, the arbiter shall take measures in accordance with Article 12.9.

Before we get in too deep here, please note that this needs to be subservient to 11.1:

The players shall take no action that will bring the game of chess into disrepute.

We suggest the following practical steps…

1.      Provide a safe area for players’ phones during their games. If you don’t currently have one, you need to invent it, even if it is “virtual”, so that players do not have access until their game is concluded.

2.      Explain the rule to parents of any youngsters who may represent your club. Most kids “need” a phone to arrange a lift after the game, which of course, they may do, but they have to abide by the same rule.

3.      Establish ground rules with your club membership. DCCA will not be held responsible for phones going missing & I suspect member clubs won’t want to go to court, either.

4.      If there is a suspicion of misdemeanour, we need to proceed with extreme caution. If you have a qualified arbiter, fine…

5.      But most don’t. And in some cases, we might find there is no other person of the same gender available. (We cannot become involved in discussions regarding options other than “male” or “female”.) Likewise, any child who comes under suspicion is not to be strip searched. The key here has to be “refusal to co-operate”; any above-board player should be only too happy to do anything “reasonable” to clear any misunderstanding.

Please, please, please, be very careful if you need to take action along these lines & ensure that you have witnesses from each side if the suspect agrees to a search. If in doubt, err on the side of caution. At the end of the day, we are the DCCA league, not a GM tournament & (tongue-in-cheek) cheats would be advised to aim a little higher. Nor will we be amenable to mischievous accusations of malfeasance. We do not anticipate any team versus team confrontations on this score. If there is any disagreement arising, we will require written submissions as for other disputes. Ultimately, we run the leagues for people who enjoy playing chess, not confrontation.

3.     Gradings

Eligibility will be based on the August 2016 values. Please do not lose these values when ECF updates occur during the season.
